As part of discussion on https://github.com/w3c/webrtc-pc/issues/2489, it's become clear that we don't know what a track is supposed to do when a machine suspends.

It seems logical to mute cameras and microphones, and not unmute them before machine is unlocked. It might also be logical to end the tracks (permanently).
