Re: [webrtc-pc] Update test annotations (#2440)

when you switch the test annotation toggle, there is a navigation box that appears at the bottom right of the viewport; you can also keyboard-navigate to the next/previous "red" section using the keys `j`and `k` (similar to the navigation box used for navigating diffs)
