This was discussed at TPAC with [consensus of #139](https://www.w3.org/2019/09/18-webrtc-minutes.html) for [proposal B](https://docs.google.com/presentation/d/1Xprz0ElNTUWRDdX6kyp11cZ4ItTvUFUmzoXsKZdXxuU/edit#slide=id.g62a86e6d8c_3_6). What is needed is a clarification in the spec, and to be allowed to update the mimeType at onstart when the first frame arrives (that is when we know what we are recording, not synchronously when start() is called).
