eladalon1983 has just submitted a new pull request for https://github.com/w3c/webrtc-pc:

== Add adaptivePtime to RTCAdaptivePtime ==
When adaptivePtime is "on", the browser may dynamically change the audio frame length during the call, either reducing bandwidth consumption at the cost of increased latency, or vice versa.

The full rationale is in [this document](https://docs.google.com/document/d/12sVXRog-Dl9c-hbMInz9obmODk_yft06z7GMgfpdjPw/edit?usp=sharing).
