Based on [TPAC-9-19-2019](https://docs.google.com/presentation/d/1Xprz0ElNTUWRDdX6kyp11cZ4ItTvUFUmzoXsKZdXxuU/edit?usp=sharing), "track" stats will be removed and based on recent PRs their metrics have been moved to "outbound-rtp" and "inbound-rtp" we need to update the list of mandatory metrics.

This is also an opportunity to reconsider what should and should not be mandatory.
