I think Proposal B is editorial. CandidateStats are among those with "shorter lifetimes" in the [stats model](http://w3c.github.io/webrtc-pc/#statistics-model) (https://github.com/w3c/webrtc-stats/issues/356), even though we never got around to adding an explicit algorithm to [delete](https://w3c.github.io/webrtc-pc/#dfn-delete-stats) them.
