To clear up the fuzziness, [all browsers](https://jsfiddle.net/jib1/kuzptma2/9/) appear to interpret the html media spec to mean events should fire from the load algorithm for `0.6`→`0.5` from `video.src="foo"`, so that points to firing events.

We just have to figure out prose for that.
