This seems like an issue to mediacapture-record spec, not media capture-main.

There was a similar issue with the order of tracks for addStream and adapter.js did a fix (https://bugs.webkit.org/show_bug.cgi?id=198402). I wonder whether this could cause trouble elsewhere.
