[webrtc-pc] Are IdP errors used? Mention of non-existing idpLoginUrl attribute. (#2083)

The [RTCErrorDetailType](https://w3c.github.io/webrtc-pc/#rtcerrordetailtype-enum) has several "idp-*" values, none of which are referenced from anywhere else in the document, and the description of "idp-need-login" says "The identity provider requires the user to login. The idpLoginUrl attribute is set to the URL that can be used to login." but there's no attribute named "idpLoginUrl".

Should we remove "idp-*"? Otherwise I think we need to clarify when these are supposed to be used.
