@amithilbuch: @henbos knows my opinion on this at length and can give you the gist. This is somewhat relevant to this discussion since in non-simulcast Chrome has opted to include a=ssrc lines for practical reasons instead of going for what unified plan attempts to specify. I saw this as an indicator that https://github.com/w3c/webrtc-pc/issues/1174#issuecomment-398525608 is the consensus.
