A snapshot of a potential separate simulcast document is here: https://rawgit.com/aboba/webrtc-sim/master/simulcast.html There are several downsides to this approach: - Simulcast implementers would need to read both webrtc-pc and this document, and refer back and forth between them. - Simulcast functionality would lose its CR status until the scalable video coding (SVC) material was ready for CR.
