Why? I assume that the sender can apply different sending/retransmit policies per stream without requiring QoS or DSCP (regardless what [section 4.2](https://tools.ietf.org/html/draft-ietf-rtcweb-transports-17#section-4.2) states).

> BTW, RtpSender does not have a send() method in WebRTC 1.0. :)
