[webrtc-pc] Diagram for RTCSignalingState includes "closed" state, which doesn't exist?

The diagram includes a box for a "closed" state, with the note "can be reached from any state". But there's no "closed" state in the `RTCSignalingState` enum.

Chrome and Firefox both implemented a "closed" signaling state, so I think it's just missing from the enum.
