jan-ivar has just created a new issue for https://github.com/w3c/webrtc-pc: == Editorial: negotiation-needed algorithm returns a string == The [checking if negotiation is needed](w3c.github.io/webrtc-pc/#dfn-check-if-negotiation-is-needed) algorithm uses the strings "false" and "true" as return values, which is confusing.
