[webrtc-pc] Origin value for data channel message event

The data channel `message` event references the WebSocket and WebMessaging specs. In the steps for firing `message` event, there is one involving setting the `origin` attribute of the event.

It is not clear in the context of WebRTC data channel, what should be the `origin` value for `MessageEvent`, which is non-nullable.
