FWIW WebIDL [enumeration values](https://heycam.github.io/webidl/#idl-enums) are strings. Both in all observable JS ways, and in WebIDL definitions. e.g. http://w3c.github.io/webrtc-pc/#rtcpeerconnectionstate-enum
