[webrtc-pc] track event description is obsolete since transceivers

https://w3c.github.io/webrtc-pc/#event-track currently says:

  Event name | Interface | Fired when...
  track | RTCTrackEvent | A new incoming MediaStreamTrack has been created to represent incoming media received by a specific RTCRtpReceiver.

With the advent of transceivers, this is incorrect. A receiver's track is now created on `addTrack` or `addTransceiver`, whereas this event fires much later when negotiation completes, and any associated remote streams have been created.
