I may have been rehashing some of the discussion already had in the two comments above wrt use case 1). I didn't realize you could simply change the direction and re-negotiate. In that case starting in "recvonly" and then opting in for sending makes sense. In any case a new transceiver requires negotiation, so this does not add a negotiation that isn't already needed. Opt-in makes sense too. I don't really have an opinion then.
