I'd assume the RTP packet would be ignored. It was either sent before the "inactive" offer, in which case it's a case of packet reordering, or afterwards, which would be strange. When you talk about negotiation completing, is this the point at which the answerer decides "I'm going to either accept this offer, or roll it back?"
