There does not need to be a dtls-connection:new it just comes in an answer that in sip terms would have a different ufrag. In webrtc terms would just be a different answer that arrived after the first PR answer. To answer taylors question, it can put a a fingerprint the SBC can terminate or it can put in a bogus fingerprint but make sure to never negotatte DTLS.
