Some questions: 

1. Do we need to distinguish between local and remote failures (e.g. by having separate "dtls-local-failure" and "dtls-remote-failure" errorDetail values)? 

2. Is it valuable to include the (D)TLS alert values?

Or does it make more sense to have tailored errorDetail values for actionable failure conditions (such as a ciphersuite negotiation problem)?
