What feature is at risk for sender/receiver?

I'm browsing the latest Ed's draft (thanks Adam for getting it out), and 
note there is the comment "Feature at risk" in both RTPSender and 
-Receiver, but it is not clear exactly what feature is at risk. What is 
it exactly?
