Re: Announce CfC for moving mediacapture-main to CR

That's definitely a change, since traditionally a CR required a defined
period within which implementations were expected along with a statement of
the number of implementations of each feature required, something difficult
to verify in a satisfying way without also pointing to a Implementation
Report template containing actual tests for the spec features.

But good for us now, I guess :)
