Localization - Where should we start?

Hey folks,

In the last few days I've been contacting some web experts from Brazil, and
we are starting to planning some cool activities, one of them is
*Localization*. But to start this process, I think we should pick some
pages with solid content.

So, someone can provide some pages where we could start? Tutorials, APIs
any idea?

Maybe the CSS Properties?
