Is this still our coding guidelines?

Hi, Lea:

I didn't realize we had a coding guideline for CSS.[1]

Do you think it needs to be updated? I've been telling folks to put a
comment at the top of their CSS that specifically  includes @css, @author
(if they want), and @see linking back to property.[2]
