Dave Gash and Scott Rowe are reorganizing the apis namespace. Once that work is
completed, the new landing page needs to be implemented for apis.

However, while the reorganization work is still under way, we need to refer to
the old landing page: http://docs.webplatform.org/wiki/apis.

Suggest using the same paradigm as applied to other old landing pages:
http://docs.webplatform.org/wiki/Old:apis
