Here is a personal email sender context form, which results in a "Non Bulk
Sender Contact Form" if you answer the questions right:

Who can check that we are following guidelines and/or provide a dated copy of
the full rejection message?

Also, besides the proposed text on the who can update the Special:UserLogin
page message at the point of the Contributor Agreement, we might want something
at the point where user is informed that an email is coming. See attachement
"Another proposed text for email confirmation section" - maybe something less
gaudy than this, but a callout box that reminds user to check spam.
