If it isn't possible by default in MediaWiki (which I can't find a way to do)
then we should install a module for listing the subpages to a parent page.

This would be useful in situations like the WPD:Editors_Guide where we will
have a URL that is just a placeholder for other content to be a child of for
logical URLs.  But, if someone uses breadcrumbs to go back to the parent page
they will just have an empty page.  It would be nice to have those pages list
out the children URL's for easy navigation between those pages without having
to manually upkeep the placeholder page.
