This does need some discussion beforehand, but we should mobilise a group soon
to start going through all the move/delete page candidates and working out
where to move them to, or if they should be deleted.

Note that this does include Guide pages - as noted on
http://docs.webplatform.org/wiki/WPD:Content/Topic_Hierarchy, Guides and
Concepts should be merged, as we don't need both (they are functionally very
similar). Therefore, all pages in the "Guides" space should be moved to
appropriate "Concepts" locations.

Move candidates and Deletion candidates should be searchable, but
http://docs.webplatform.org/wiki/Special:SearchByProperty/High-level_issue/Merge_Candidate
for example doesn't seem to work at the moment.
