At this point breadcrumbs are working fine. The main issue is content
categorization in order to make some broken crumbs work since they link to
pages that don't exist.
This should be addressed further by:
If the breadcrumb is broken mark the page for moving under a proper URL scheme
set by the Topic Hierarchy [1].
Or, if it is under a proper topic, then open a specific bug report for the
broken breadcrumb so they can be looked into specifically.
