Currently it is taking you to a page that says there is no content and you
should use WPD:New_Page to create a new page.  But, the issue is someone can
still use the Create button to get the same effect.

Perhaps the Create link should be modified to point to the WPD:New_Page area or
we should add a new menu item titled "Create new page" that does.
