[Bug 19396] Unable to create comments on pages without h1, h2, h3, h4, h5 or h6

Do *not* use the Talk/discussion pages.  The comment system is replacing that
functionality.  I will open a bug report to have that link removed since it is
not to be used.

The comment system is tied to headings which means the pages need to be marked
up in a certain way for them to be activated.  Perhaps we should look into an
alternate method of displaying comments for pages that don't have headings.
