I'm honestly for not hosting chat ourselves.  Offloading that over to
Freenode's webchat would be best from a spam preventive measure to be honest. 
We can easily link there with the channel filled in so they get to set their
own nick and answer the captcha before joining.

That would offload the service to Freenode and allow Ops to ban specific
abusers by IP whereas the system we had before didn't allow for that.
