As mentioned, the state of tags on the site is somewhat of a mess. There are
mistagged questions, untagged questions, botched tags (eg, tag "web 2.0" has
been seen as three tags "web", "2", and "0"), misspelled (and thus separate)
tags, etc.
Ideally, the ability to manage tags would be based on reputation (the points
system), so the community can moderate the problem itself, rather than relying
on admins to handle all these cases (if they even have the tools to do so).
