IRC channel noise

To make any sense of the #webplatform IRC channel it would be nice if one would
be able to focus on the humans generated messages - at least make the the JOIN
& QUIT messages a grayish color that wouldn't stand out and would help filter
the noise.

also, '/ignore NOTI' command doesn't seem to work
