Looks like it shows up when you have signed up for an account, but not confirmed the email. Probably not a big issue as most people will just confirm their email address. Maybe high traffic has caused me not to get the confirmation email (checked spam etc). Ideally the message would only show when trying to edit a page, not just viewing it. Or it could possibly get some styling to make it clear the warning is not page content.
