The flags template makes it so all flags are clickable to see a list of pages
that match.
But the links with a dash in the property name (e.g.
http://docs.webplatform.org/wiki/Special:SearchByProperty/High-level_issue/Needs_Topics)
don't appear to work; the - is treated as a "%" on the form.
I've tried working around it in a number of ways; it looks to be a bug in
Semantic Media Wiki.
Probably the best alternative is to switch to having the property name be "High
level issue" as opposed to "High-level issue", but that would lose all of the
high-level issues that are set on pages now until they are touched again.
