[Bug 19094] New: images uploaded to WPD articles no longer display

Some images that were previously uploaded to newly created articles, and
displayed fine at that time, have stopped displaying. See:

http://docs.webplatform.org/wiki/tutorials/3d_css (1 image) and
http://docs.webplatform.org/wiki/tutorials/box_dnd (4 images).

Clicking the missing-image box in the first article goes to the image file
page, where the File History table shows the following in the Thumbnail column:

Error creating thumbnail: convert: unable to open image
`/srv/webplatform/wiki/current/images/7/76/3dperspectivetransp.gif': No such
file or directory @ blob.c/OpenBlob/2480.
convert: missing an image filename `/tmp/transform_d4fa11-1.gif' @
convert.c/ConvertImageCommand/2838

Finally, an attempt to upload a new version of the image generates this
warning:

Could not create directory "mwstore://local-backend/local-public/7/76".
