Comments on charter - Offline Payments

I am not sure where it should fit in, perhaps someone can make a
suggestion, but I think it would be useful for the IG to explicitly state
whether "offline" payments are in scope and if so what work will be
undertaken in this area.

It is common for most payments systems to support the concept of
floor-limits and stand-in for specific transaction scenarios which means
the transaction is concluded without the full authorisation
request/response loop being completed.

How this will be dealt with by Web Payments should probably be in the
group's agenda.
