We are a payment gateway and we partner with a company called Payoneer (https://www.payoneer.com/main/) to assist in sending money worldwide. They accept transfers to local bank accounts (US and EU for example) and then transfer it to a Payoneer issued card that works like a credit card and can be used to withdraw the money virtually anywhere in the world.

It is not an account-account transfer but it accomplishes the same goal.
