A word caution. You can't claim to speak on behalf of W3C here. If you 
want an official position from the W3C that is going to be a protracted 
process as we would need to consult with the W3C Advisory Committee to 
arrive at consensus position backed by W3C Members.

What you can say is "The W3C web payments community group calls upon 
..." provided of course that this is the consensus view of the community 
group.
