Woops, this is totally wrong. The license service exists so that PaySwarm clients don't have to implement an RDFa processor to extract licenses from websites. We didn't want to place the burden of having an RDFa processor in all PaySwarm client implementations. So, this is a helper REST API that a PaySwarm client would call if it needs to get the Linked Data associated with a particular license. In PaySwarm, licenses are template files that are capable of having bits and pieces of the license filled out with variable information at the time of sale.
