Fixed at a spec level by #1050 ! 🥳 .

Next steps are to define a mechanism to do this in Web-based Payment Handler API (https://github.com/w3c/web-based-payment-handler/issues/428), define a mechanism for it in Android app Payment Handlers (https://web.dev/articles/android-payment-apps-developers-guide), and for browsers to implement the change:
