[w3c/payment-request] Question about Api request in android app (Issue #1044)

Hi team, 

We are testing the Payment Request flow with the Payment Handler API feature. What we've noticed is that after uploading the feature to our Android app, the number of requests to fetch the data from the url in the manifest has gone up a lot. Is it common that every time someone opens the app we get a request for the configured Payment Request API routes?

Is there any configuration we need to do to make the requests to the files only when we use them? Or is this the expected behavior?
