[w3c/payment-request] How can the Privacy Sandbox affect the payment request API? (Issue #1034)

Hi team, 

we are evaluating the Payment Request API initiative and I would like to know if [Google's third-party ](https://privacysandbox.com/)cookie blocking project could impact the initiative? Suppose I have a customized wallet and would like to retrieve the session that is saved in a cookie, could this blocking impact this feature?
