Re: [w3c/payment-request] Improved error codes (Issue #1040)

I would be in favor of using [OperationError](https://webidl.spec.whatwg.org/#operationerror) for checkout failures caused by uncaught errors and [AbortError](https://webidl.spec.whatwg.org/#aborterror) for the buyer intentionally abandoning the transaction.

@marcoscaceres - Would you be on-board for this change?
