Hi @stephenmcgruer and @ianbjacobs - The payment handler spec is missing information about [JIT registration](https://web.dev/registering-a-web-based-payment-app/#registering-a-service-worker-just-in-time-jit) for payment handlers. I am not sure that this pull request is the best way to describe it, but it's a start.
