[w3c/payment-request] Use different example of ISO country subdivision code? (#947)

From the Note in [section 11.1](https://w3c.github.io/payment-request/#paymentaddress-interface):

> This specification once included a regionCode attribute that provided developers with a [ISO3166-2] country subdivision code element representation of an address' region (e.g., "CA" for California).

As the casual reader, I wondered "doesn't this clash with CA=Canada?". It looks like the 3166-2 codes are expressed as, for example, US-CA. (And I could be wrong about this understanding.)

In any case, perhaps picking a different example, one that doesn't clash with a well-known 3166-1 code, would help? I suggest US-WY for Wyoming, not seeing a WY in the 3166-1 list.
