Re: [w3c/payment-request] Spec is silent on its role in facilitating arbitrary communication between top level contexts (#936)

As the outsider, I'm not sure what is meant by "any specification that enables a payment app ecosystem".   

Let's boil it down to concrete cases: where are the current protections, such a requiring gestures, documented?  Which specs mandate that?
