Re: [w3c/payment-request] Richer negotiation re: address redaction? (#842)

Hi everyone.

I thought I'd just add another use case here, because this seems to impact a lot of merchants using our WooCommerce Apple Pay implementation right now.

Currently, Apple Pay provides the merchants with only the first three characters of the ZIP code in the UK and Canada (e.g "SK1") when calculating the shipping methods. - The problem is that some merchants have wildcard postcodes (e.g "SK11*") with a minimum of 4 characters to display the available shipping methods. Redacting the postal code, in this case, breaks the checkout process for them.

It would be really nice to have the option to negotiate the postal code from being redacted.
